I'd suggest giving up on armadillos. AFAIK, permits are required in most if not all states, and are rarely granted to private individuals.

More importantly, the reason for these legal restrictions is simple and strong: Leprosy. Yes, the horrifically disfiguring disease mentioned throughout human history with almost unparalleled revulsion. Armadillos are frequent carriers (and often used as lab animals in studying the disease), and people have been infected after handling them.

As far as reasons for avoiding an animal, "can give me leprosy" is pretty high on the list.
