I hate to be posting this, but I've given Ray over two years, and he still hasn't righted the situation....in fact, he hasn't even responded since June of LAST year.
I'll try to keep this as simple as possible....
Around December 2007/January 2008, I had set up a deal with Ray. I was going to buy an Argentine Black and White tegu from him. We had arranged an initial payment to secure my spot in the deal, and I was to send him the remainder asap. Both payments were sent, and confirmed received.
I don't remember which was sent first, but 120 was sent through paypal, and the remainder was payed through a check/money order.
Here's a screenshot of my paypal record

The animal was injured before he was able to ship it to me, and he offered to either send me something else, or give me a refund.
I had considered taking an alternative reptile, but it was something that he said he'd have to get back to me on. Eventually, I decided on just taking the refund, as the whole process was taking too long, as in, months. At this point, most of the communication was being done via phonecalls to the number he had provided me.
I don't know whether or not it would be appropriate to post it here. If so, let me know. I think it's probably the same number that he has posted on his website. The last time I checked, it was still active, but I think that the mailbox is full. Before it was full, I'd left numerous messages here and there.
Alright, now for the exchanges that followed:
At one point, he told me that he suffered property damage during one of the hurricanes in florida, and was in the process of getting things figured out. I felt badly, and told him not to worry, that I'd contact him in a few weeks.
Eventually, he told me that he had gotten in a court battle with a reptile store chain, and was trying to get money that they owed him.
To prevent further babbling, this is almost 2 years later, and I still don't have my money OR a reptile of equivalent value, for that matter.
I've sent him numerous messages telling him that if I didn't receive my refund, that I'd have to post a negative threat on the BOI.
Here are a few messages I've copy/pasted from my email:
Oh, please keep in mind.....all of this started when I was only 16, including the first of the emails.
Now, I don't know when exactly the following event occurred, but it was after a few months of Ray not responding:
I'm currently a staff member of a tegu-oriented website, run by Bobby Hill of Varnyard Herps, altough I've been pretty inactive on the site as of late. I wasn't staff back at the time that all this was going on, though.
I, after waiting a long while with no refund from Raymond, I decided to go ahead and purchase a yearling tegu from a user of Bobby Hill's website, who had bought it from Bobby as a hatchling the previous year.
Eventually, I spoke to Bobby about my situation with Raymond, and he left a message on Ray's voicemail, as Ray hadn't responded to my calls or messages.
After a few days, Ray contacted me and told me that he'd been having problems, and would try to get me the money when he could, but that he didn't have it at the moment.
It apparently had gone towards a deal with someone else as soon as he received it.
Needless to say, he never sent the money.
The following are a few more emails exchanged between Ray and myself:
If I come off as rude, I apologize, but I'm rightfully frustrated. I've left periodic phone messages as well as emails, with no reply. It has been over a year now.[/QUOTE]
Heh, it had been over two years, actually....
I'm determined to get my 250 dollars back....and am to the point where if I don't get my money soon, I'm going to sue, and I'm not stating that as an empty threat; I've already been looking in to my legal options.
I feel that I've been more than fair.
Oh, and I'm open for input!

Hey Ray, it's Brooks. How are things?
I just wanted to check in with you; I am supposed to check in with you once every 2-3 weeks as designated by my mother, but I haven't been doing so, as I know you are having a tough time with the court case.
I guess we could consider this a check-up.
I was wondering if you think you will be able to paypal me the 250 any time soon?
I found a great deal on a 6x2 wooden enclosure built specifically with tegus in mind.
One of my friends on Bobby's reptile forum offered the complete set-up to me for $100 (CONSIDERABLY less than his craigslist listing, and even more so than what he originally paid for it.) I was looking in to selling my 5x2 glass custom, as I keep on knocking it when my tourettes syndrome acts up.
Sorry, I began to rant again.....anyway, the point of this mesage, as I previously stated, was to ask whe you think you will be able to paypal me the refund.
I hope to hear back from you soon,
----Brooks Buncher

Hey didn't forget about you. Still trying to collect all the open accounts I have. Things are real tight. I will get your refund out as soon as I can.

Thanks for the response. I wish you the best of luck in your conflict with the pet store. Is it just one pet store that owes you a bunch of money, or are there a bunch of people that owe you smaller amounts of money (but it is all adding up to a large sum?)
If you don't want to answer that question, no problem. It's not really my business anyway.
Again, I wish you the best of luck.

Heya Ray, it's Brooks Buncher. Haven't called ya or emailed in a while. How ya doing?
Hey, I was wondering if you had gotten the money that was owed to ya.....funds are tight on my end, I lost my job.
I was hoping I could get you to send me the money that you owed me. It's been quite a while, at this point...
Sorry for being so frank, but I'm in the middle of writing a big research report for my economics professor.
Hope you're doing well,

Hey, it's Brooks Buncher. Remember me? I was going to buy that argentine B&W from you a while back, but it got injured before you were able to send it. I've been trying to contact you for a long time now, no reply. I would really like the refund you promised and have been putting off due to personal financial troubles, aka the court battle you went through. Please contact me at ************
