You are correct.
They are baby doves. Weird part is it looks like these are going to be orange phase. It seems that the orange neck father is dominant and these babies will inherit the orange feathers. Not just on the neck but on the body.

Here are the parents. The mother is a standard white but the father is an orange neck.

Awww, they're so much cuter when they grow up! And, ok, after knowing what they will grow up to look like, the baby pics are kinda cute, too. What a difference, though...
