Can Bell's Hingebacks be imported???

I was wondering if they were still allowed--I think K. erosa are, but are belliana???

I am no expert and not even familiar with tortosies but I had a friend about a year or so ago that had a bell's at his pet shop. I assume it was a WC import, because alot of what he offered was. I don't know exactly who he bought it through but i do know alot of the wholesalers he bought from. I do not know if this helps or not. take care-robin
