How do zoos and other such institutions obtain barn owls and barn owl eggs?

It is illegal to have a protected bird in your possession unless you have the appropriate licenses. Licenses are not given for the purpose of keeping one as a pet. Very expensive and dedication to get license. As far as zoo's they may have different procedures. There are breeders out there but will not sell without proper permits.
