baby bullsnake or brown snake?

ID help please. It was sitting on a busy trail of loose dogs, kids, bikes, and hikers so we moved this guy. We can't decide if it was a bullsnake or a brown snake. Eastern Iowa, on built up area for abandoned railroad line through woods, bog, and over creeks. Tons of chipmunks and birds.

That is a brown snake or also I believe a Dekay.
