I believe that owners who possess the restricted reptiles before January 2005 can keep them as long as they apply for a hideously expensive permit (per animal if they have more) within 60 days. Even then, all an owner can do with them is keep them as pets and cannot sell or breed them.
While it is somewhat better than the previous draft, I still find that unreasonable, as the ownership of these reptiles will eventually be phased out once their lifespans exceed and it will eventually become a outright ban from then on.
