I don't think it's due to state laws because House of Tropicals in Glen Burnie usually stocks several tarantulas.
I'd GUESS that they don't sell well enough at the chain stores to justify dedicating the retail space. It might also be an employee training/safety issue vs properly handling and caring for them.
You might also check other stores in your area. I know that the several Petcos and PetsMarts in my area have variable stock and each sometimes has things on one store that don't show up in the others. One example is that the PetCo just off Ordinance Road has had several savannah monitors in the last year or so and none at all at the other PetCo or PetsMmarts around.
