I would notify Mr. Brown one more time, using a certified mail letter, stating that not only are you not satisfied with the quality of the rack, and site the rust, that you are not satisfied with the electrical components and how they are assembled. I would state that you are questioning the safety of plugging in the racks heat since you have been shocked, and that a rack that is rusted, and without heat, is a useless rack, you are going to send it back and demand your money back. If you plug it in and there is a fire, I am afraid YOU will be the one at fault Pat, since you have questioned the electrical system on a public forum, and then chose to use it.
