While I'm sure that the creation of such a law was well intentioned (protection of native species seems likely), it's laws of this nature that do nothing positive...

Anyone inclined to obey the law would also obey laws about limited wild collection or requirements for proof of captive breeding.

Anyone not inclined to obey the law already has their cornsnakes... Fostering a mentality of "It's okay if you don't get caught." that hurts the entire hobby and works against legitimate keepers.

Bad situation there, no doubt.
