Box turtles can be kept outdoors in most parts of the country. Here in Illinois, they can be kept outdoors year round, even through our very cold winters, as long as they have deep soil to hibernate in. As far as caging, you need to dig down fairly deep to put in the walls, or they will dig their way out. It's also important to put chicken wire over the top to prevent predation, mostly from raccoons. Other than that, copious leaf litter, a few hides, and a broad shallow water dish. The above information applies to eastern, ornate and three-toes, not sure about others. I know easterns are native to NC as well, so I'm sure you could keep these guys outdoors as well.
