If the camps are public run type camps..goverment, parks/rec, ymca, etc., there should be some kind of fee assistance program you can apply for. I know the camps run by our county will allow anyone to attend (regardless of where they live), but individuals who live within the county have the option to apply for fee assistance (up to 90% discount) if they meet the eligibility requirements for it.
