why this person said he was originally approaching you? Even better, can you please copy and paste his very first communication to you. Was it by email, text or phone call?

what reason did he give for calling you out of the blue?

Lastly, did you get the impression, despite his "deep southern accent" that he was a fluent English speaker rather than a foreign scammer with broken English?
