Kurt,
In order to access the BOI you now have to be a contributing member otherwise it is private. Did you have access to it before? Were you a paying member and your subscription expired? If that is the case and happened then renewing your subscription would give you access until Feb 2020 when it is going to be deleted and gone permanently.
