Well, 'true boa' is just another common name.

The family Boidae are all the species of boas. The subfamily Boinae are called the 'true boas', though that doesn't imply that the other subfamilies in Boidae aren't boas.

Since species' common names change over time and are not universally used in identical ways, best bet is to look up what (sub)family the species you're concerned about is currently in.
