Dan is this snake an import to start with?If so you will need to find someone with import paper work including CITES paper work that has anacondas on it to export the snake back to S.A.As for someone doing it for you they will need a USFWS lic.a import- export lic.It will also need to be shipped from a port of entry.To ship one snake could be a little on the costly side.Your best bet wolud be to try to find a known importer-exporter and see if they would be willing to work with you on this.Best of luck.
