I asked Erik (the recipient of the DOA) what he thought would be reasonable and he had no problem providing what seems to be a workable solution, which leads me to believe that ATC did not try very hard (or at all) to really settle the issue. Here is what Erik wrote:
"I would be happy with three baby radiateds shipped via air freight to the sacramento airport. His price he told me was $800 ea, so a $2400 value compared to the over $3000 I'm out on this deal. I suggested that in a previous post but he came up with that odd counter. I wish he would have just sent my female and the $1000 check back in the beginning and this whole thing could have been avoided. Thanks, Erik "
