If you guarantee live arrival, then that's what it means "guarenteed to arrive alive". He owes you replacements at NO cost to you.
They were signed for on the first attempt. He needs to foot the bill for the replacements and the shipping.
At this point I would demand a 100% refund and take my business elsewhere instead of hoping the next group of frogs arrives alive.
