Yeah, likely so. But the government will always have the upper hand by simply making all devices and efforts to defeat their goals illegal with increasingly severe penalties attached. Depends on how badly they want whatever it is they are trying to do. But of course such efforts will be heavily padded with good sounding intentions. "If it saves just one child's life..." sort of thing.
I'm actually surprised that ski masks haven't been outright outlawed. Everyone
KNOWS that only criminals wear those things to keep from being identified....
