Kansas resident here and will add
ANY commercialization of native species are illegal without proper permits and collecting from out of staters/non-resients is illegal without the hunting license and even THEN could violate the Lacey act if transported out of state and definitely if any commercial activity is applied. The person that collected it could be in trouble as well as anybody afterwords.
