A city or county can be more restrictive but not less restrictive than the state. If the state says it's OK, the county
can say it is
not OK; but if the state says it is not OK, the county can't say it is OK.

That is worth a fight, if they were truly making up the restrictions as they went along, just for your case, ex post facto.
