I think she may only be measuring his body length without the tail. I have seen many new dragon owners do that mistakenly. That would make up for the size difference..
Krystal, try measuring Blaze from snout to the tip of his tail. I use a piece of shoelace/yarn and hold it over them while they are sleeping. You can easily move their tails to a straight line while they are passed out and laying flat in their enclosure, then make note of the ending point on the shoelace with your finger. You can then measure the shoelace/yarn instead of actually trying to measure the bearded dragon (which is sometimes extremely hard
You will then have an accurate measurement of him. I would be surprised if even a pet shop was sold a baby at only 4". Hope he is doing much better!
