Isopods not producing

Last November, I collected 50 or so isopods from the woods in my area, with the intention of starting a colony of feeders. I had read that they take a while to get started producing, but after 4+ months, nothing seems to be happening.
Bedding is a mix of peat and soil. They have a thick layer of leaves from the collection site, and lots of bark to hide under. I keep one end well moistened, and the top mostly covered to retain humidity. I feed them vegetable scraps, and they have cuttlebone for calcium. I keep them in my cool dark basement.
They are still alive, but apparently not reproducing. Should it take this long? Do you see anything obviously wrong with my setup?
Would I be better off just purchasing a culture of a different variety?
