I used the "no chance in hell of passing" more of a reference to a few others who had said they didn't think it would pass.
You are right, I could see this bill passing just because it will make the politicians look better (if that is possible) to he public and like you said, how many of them would a short lapse in pay really affect anyway.
on a side note, I saw where a group of WWII veterans almost missed their Honor Flight opportunity to see the WWII memorial because it was closed. Tuesdays group had to have special intervention from a group of politicians who had to physically remove the barriers so the vets could get in. The Chicago group who flew out this morning didn't know what to expect when they got there but they had no problems getting in.
