Edible Landscaping for Leopard Tortoises

I live in Phoenix Arizona and need suggestions for Edible Landscaping that can survive the full sun of our summers. I have had a lot of success with hibiscus and opuntia cactus. Are there any Vines or flowering shrubs that could survive here and not harm my tortoises if they took to eating the leaves or the flowers?
