Also your TRUE location is important. If the location you enter in your profile field does not match the location of your registration IP address, then your registration will be rejected. As such, I strongly urge registrants to avoid using a VPN service to register, as they are often used by spammers and scammers, and as such will be blocked when discovered when auditing new registrations.
Sorry about all these hoops to jump through, but I am quite serious about blocking spammers and scammers at the gate on this site and am doing the very best that I can to that effect. Trust me, I would rather be doing more interesting things with my time, and wouldn't be making this effort if I didn't think it was worthwhile.

Your dispute can't be reopened but if you paid with a credit card or your bank account you may be able to file a dispute through them when he doesn't send the rest of your money back. If you used your PayPal balance you'll have no recourse at all now. I wish you luck and hope you get your money back.

If you, the OP and the seller are content with the idea that someone should lose any amount of money for the privilege of being jerked around and left with nothing to show for it, I think that's saying some unflattering things about the lot of you. Either way, I like to think that any moderately sensible person who reads Twan's threads will see more than enough justify never closing the case on the guy.
