I know this is an old thread, but it can always use bumping back to the top, and I have some thoughts on the issue too..
As far as the mouseover effect and seeing the true destination... I used to play around and make webpages until that got boring, and one of my favorites was to change the text that went into the bottom status bar... I wouldn't be surprised if these scammers start working with popup advertisements that seem to BE a paypal or ebay page and that show the proper link when you run your mouse over the links... but that's just another code to tell the computer to tell you you'er in the right place.
When in doubt, open a new browser window, type in the url, and go there.
My husband's email account gets ten times as many paypal type emails, even though I am the one with the accounts and none of them are linked to his email.
Recently eBay implemented a new method of communicating with their users... I found that right at the time they were making this change I got ten times as many of these spoof emails. I used to forward them on to eBay or Paypal, but my spiffy new computer tells me that if I do this it will send information back to the spoofers and I just plain don't want that. If the 200 or so of these emails I've sent to paypal isn't enough I don't know that sending more will really help.
My basic tenet for ANY email.... If it's not from a friend or trusted source (Like faunaclassifieds), then its full of viruses, will send me to BAD places and will STEAL my information.
