Russians should be pretty active... if you can provide the following we can probably help you better: dimensions of your enclosure, cool side temp, hot side temp, basking surface temp, how many hides and where are they, is there a water dish, what kind of food is he getting, and do you provide UVB or supplement with D3?
If substrate is your only issue then plain ole dirt, cypress mulch, orchid bark, and coco coir can be used singly or mixed. I'd avoid sand (especially calci sand), pellets, and anything that will mold/mildew quickly when your tortoise dumps its water dish in it.
