heating a large enclosure

Looking to build a 6x6x4 cage for my monitor. This cage will be in my garage, where the wintertime ambient temp will be about 60 degrees.
Basking spots, and a heat matt, but I'm sure I will need more heating to get the temp to 80. This cage will be insulated and was thinking either heat tape or heat emitters, but not sure exactly how to go about it.
Any suggestions would be welcome.
