All members of the family Corvidae (crows, ravens, jays, magpies, etc.) are unlawful to import, transport, possess, or release alive without a permit. Permits include an application, application fees, inspection of premises, 2 years of documented experience working with species within the family, and full documentation of imported animals.
As Corvids are considered to be detrimental to the California Department of Agriculture, a permit for a private individual will likely not be granted.
