Is it male of female? By this size you should be able to tell, look for small bulges right below the vent on both sides. The easiest way to look is to hold him upside down, and look at that area from the side viewpoint. If you follow the tail up and you see raised bumps right before the vent, it's male.

Hope these pictures help. It looked like there were 2 slight bulges and the size is closer to 2 feet.It looked like 2 small hemipenes poped out when I restrained him but I've heard of females doing this to so I don't know how acurate that is.

I'm going to guess Male as well. Still a young monitor, but from the first picture you can see a crease with shadow following the hind leg that could quite possibly be a developing hemi. As far as them popping out, if they do you will see a 1-2 inch long tube extend from each side. Dark purple/grey in flesh color, and they look like they come from inside out themselves. If that makes any sense. LOL.
Keep me updated on this sale, if nothing works out for you I may be able to help. But for now I have two Male blue phase rudicollis and am looking for a female to impregnate.
In the meantime, feed him a lot more insects. That's why they have that long snout, to pull bugs out of tree holes
