pic of the lovebird

hey there here is a pic of my lovie. now as i said earlier it's supposed to be a blue masked lovebird but it is staying this way for now. even the new feathers coming in are staying black. the clip job the store did on him was horrid and he's chewing on them. i am going to let them come in before i clip him again so to avoid a plucking problem. he's getting better with that now. i can get him to perch on my hand for 20-30 minutes for 2 sessions a day. but i cannot approach him at all. he will fly away and then run if i try to pick him up. i believe he is parent raised but the store did not specify. they couldn't even give me an age. they said 6-7 months, my vet says more like 3-4 months. so now how can i start working on the step up command if he does not allow me to move my hands or fingers near him? i have tried holding millet in my hand as well and he hasn't fallen for that yet. hope u like the pic.
