How to report a bad pet store???

Ok, not sure where else to put this.
There is a pet store in my area that several people want to report for being unclean, etc. But our small city doesn't have specific animal cruelty/neglet laws.
We have gone in this store and noticed a baaadd smell, dirty water in the fish tanks, not very clean dog/cat cages... and I suspect the kittens anyway have worms, etc.
Now... on to the reptiles. There is a turtle of some kind with dirty (BLACK) water. Most of the lizards have that tell-tale sign of malnutrition (the hipbone/thigh bone area being skinny/bony). There are not humidity gauges in the cages. Live crickets just stay in the cages at all times. I think the ball might be in too small a tank (10 gallon... and it's not a hatchling... but isn't that too small for a temp gradient?) They aren't taken out and socialized either.
I don't think it's the worst situation ever, but the other disturbing thing is that we offered to help the new owner with getting her reptiles proper care. She basically like was oh, ok, I'll keep that in mind. That was over 2 weeks ago... she hasn't called, etc. (She's owned the place for like 3 months and has done NOTHING to improve it... if anything the place is worse)
So here is the dilemma... what to do... where would we even report this? Would it be bad enough someone would do something?

Sadly, most agencies won't do anything about the reptiles, as they are not covered under any of the USDA "standards of animal care" laws.....or they just don't know what a neglected reptile looks like....or they just don't care.

If the other animals are in poor conditions as well, I would report them to the USDA/APHIS. They are who should be inspecting the shop.

I admit I'm not a reptile expert... as I also said I'm not the main one who wants to report them... nor am I the first person to mention this around town.

The "hipbone" thing... I'm sure that's not probably the proper term is what someone who is a breeder told me to look for when purchasing a reptile.

Bullfrog's neighbor: I do know something about reptiles, somantics are petty if that is what you were judging? Bottom line... for numerous people to be complaining about a store ,and so many to have come across each other in an area spread out like this, common sense would dictate theres something amiss....... That obvious sensible thinking aside, the things she mentioned are also clearly issues. perhaps you are no judge? In any case you are no judge as to someone elses knowledge when you do not know them and have read one post! If we took your comment wrong well.....G.W.
