Hi @beardy96! There isn't a whole lot of information out there about the "white" bearded dragons. Some breeders consider them to be poor representatives of bearded dragons which makes it a touchy subject among fellow bearded dragon enthusiasts.
I happen to also be a big lover of the "white" bearded dragons. There are actually no one particular "white" morph of bearded dragons though. Here is a little more information regarding the variety of colors and traits of beardies.

I think it is likely you've seen pictures of the "zero morph" bearded dragons which have the characteristic dark eyes and whiter color that are commonly seen on Pinterest, Instagram and other social media sites.
Unfortunately these dragons are still quite rare though their popularity is starting to increase. They will be very expensive compared to a bearded dragon with "normal" traits. A female adult with good color will easily bring in $400 and up. I've seen some excellent ones sell for over $1200 in some cases depending on the purity of the color, proven breeding, etc.
It shouldn't be too much of an issue to have it sent to Canada but you should buy it during the warmer times since it will have to be flown in on a plane. Another option is to drive to the U.S. to pick one up although not many people are willing to drive from Canada to California to pick one up. It all depends on you and how far you'll go to get a beardie. Hope this helps!
