I very much agree with Mr. Davenport here.
Was the vet you took it to a qualified Chelonian Vet, one with training specific to turtles & tortoise? Just as most vets are not really qualified to treat reptilians even most reptile vets are not really trained to work with turtles and tortoises.
I have done one or two Chelonian rescues and to date I have never heard of a qualified vet who would just write off an animal in that manner without LOTS of testing.
I would recommend you contact one of the following who have vets that are qualified to work with turtles etc? I think I got these names from the New York Turtle and Tortoise Society when I was working with a pet care advice website.

That said, did the vet give any indication as to why they made that statement?
What is the diet you are feeding?
Does it get plenty of water?
What tests did they run?
