Well there is really no law enforcement around or in Egypt in general so i guess if you really wanted to you could climb to the top. It's terrible, there's trash all over the site. Egypt is one crazy place. I saw people get hit by buses and everything and no one even glanced. They have no traffic laws, no such thing as a driver's license, no traffic signals, its crazy.
