Could be. In the admin section there are separate entries to adjust the length of time that a member can edit a post and a member can edit the thread title (which implies this is the thread CREATOR, and includes the prefix in that edit). However, in member group permissions, both as global settings, and for individual forums, there isn't any way to separate those two options that I can see.
So, I just don't know. But it wouldn't surprise me in the least to discover that there is no perfect solution for an issue around here.
