I don't like frames very much. They're pretty high on my top ten "Don't do that to your customers" list. Every link on the left frame not only navigates you to a new page on the right frame, but it also refreshes the left frame, make the page load REALLY slow (even on a cable conn.). There are many alternatives to frames... If you use a basic HTML editor such as frontpage, you'll find Shared Borders to be a great alternative to frames.
A busy background is a waste of bandwidth. I would NEVER use a picture for a background. It makes people load a huge image for no apparant reason, and it makes MOST text very difficult to read.
Link colors. A lesson in STANDARD LINK COLORS is needed. Links are not turqoise, yellow, or any other off-the-wall color. There are standard link colors that have been in use for many years... To use different colors is to confuse your customers.
Underlining: LINKS are to be underlined. And nothing else. It is really frustrating to go to a web site, and not have a clue whether you are looking at a page with a lot of links, or a page with a lot of underlined text.
Standard fonts, sizes, and colors. Enough said about that one.
Spelling, punctuation, and overall readability. Many people are turned off by a web site that is riddled with misspellings and grammer errors.
