Get rid of the screen top, too much humidity escapes through those, so replacing it with glass or plastic will do the trick. Once the screen is gone the humidity will stay fairly easy, one way to increase humidity is to place the water bowl over the heat.

By covering a portion of the screen top, you can regulate the humidity within the enclosure. Just experiment with different degrees of cover until you find the right formula. The amount of cover will vary based on the relative humidity within the room itself.

You can also place an undertank heater under a portion of the enclosure and then move a water bowl closer to (or farther away) from the heater to increase or decrease humidity as needed.

A combination of both of the above may be necessary depending upon your circumstances.

Be sure to provide a humid hide as well.

This testing should be done in advance of purchasing the animal to ensure that you will be able to meet his requirements.

Hope this helps.

The humidity level shouldn't be high enough to encourage mold growth. Your substrate and such should not be wet, that is what would provide the environment needed to grow mold. Keeping up on your spot-cleaning of any feces or urates also will prevent any bacteria from getting a start. I do spot-cleaning each day as needed, and a complete bedding change and total disinfection approximately monthly with snakes that aren't in racks.
