Well, if you are just selling a few animals, you can kind of "stay under the radar" so to speak. You can consider your breeding venture a hobby, because you will more than likely be putting far more money into raising the dragons than you would ever make from them (at least at first until you get the kinks worked out of everything). If you have several animals, and decide to make a business out of breeding, you will need to pay taxes on what you make, as well as take into account your city's zoning laws regarding a breeding business within your city limits.

Actually, even if it is a hobby, I believe that technically you should be claiming whatever income is generated.
As for whatever licenses/permits you might need - your best bet is to look into your own State and locality regulations. (Some cities/towns have rules about how many animals can be housed at a location, and selling is a good way to draw attention to the fact that you might be violating them)

In California I needed to post a DBA (ficticious business name) with the county clerk, and get a seller's permit from the state that keeps track of wholesale purchases and retail sales(sales tax).
It is best get separate bank account and start keeping receipts to establish some record of income. You can still do local sales off the books as long as you stay relatively small and accept cash for payment. The government just wants a piece of the action, but if you report income you can deduct legitimate business expenses.

Good luck

Jeff
