Way back when I owned a horse and went trail riding every weekend it was normal to haul the horses tacked up. It would only take a few seconds to get the horse off the trailer put the bridle on, and hit the trail.

Note the perp has grabbed the tree. Roping horses are trained to back up and keep tension on the rope. I'm betting the perp got dragged a bit. :)
