I agree...the state has jurisdiction when it comes to exotics is what I understood also...and as far as "Miami" is concerned....its actually a small area located on the Eatern Side of the County....not all of South Florida....many of us claim to be from Miami...but are actually from other small cities around Miami or unicorporated parts of the county...
