All native nonvenomous species of snake are protected in Georgia. A Dekay's snake is a slug eater anyway and would probably not be a good candidate for captivity to begin with.
I suggest looking into other colubrids, such as western hognose or tricolored milks (except for scarlet and scarlet kingsnakes, which are native and therefore prohibited as pets in Georgia). Nelson's milksnakes are small, brightly colored, and friendly.
