No, only a handful of species have full genome maps, due to the cost and time it takes - the species mapped are usually either particularly important experimental models (fruit flies, mice, zebrafish) or of particular taxonomic importance (chimps, lungfish, hagfish, opposum).

However, you don't need the whole genome to determine sub-specific status - a few highly-conserved genes such as the cytochrome oxidases or ribosomal subunits will work, if you can get just those sequences. Of course, the more genes, the more robust your conclusions will be.
