Tortoises are picky about where they lay. How deep is your pile of dirt? I'd recommend at least a foot deep of a dampened peat/sand mix. Putting several inches of leaves on top of that, to make her feel secure. Ideally, there would be one such pile at the hot end, and one at the cool end. She should have clean,warm water at least 2 inches deep to soak in daily. This will help relax her muscles.
I have to also state the obvious: Sex doesn't always result in pregnancy.
