If the cognac and music did not work, then give the females a godd few licks of gin - but give the males some tequila. This should do the trick!
Personally I think if you have it all set up right then either the male or females are too young, or you just need to wait a bit. Some rats that loook big may only really be on the small size if all your prior experience has been mice. They may need to grow some mnore before being sexually mature.
