Unfortunately it's likely that the major screwing has not been done by "we the people" but by organized crime or nation-states who have purchased PII that was stolen from AmCits over the past decade. Both ADP and DelTek have reported hacks, along with quite a few banks. I'd bet most of the money isn't even in the US any more.
