Yep, all the change acomplished was to make it easier for developers to pave over spotted turtle habitat.
You can build that strip mall and destroy the local habitat for ever, but no way can you collect a group of adults living there beforehand to form a captive breeding group.
I smell money behind this action.

I in no way support mass collecting for the pet trade, but there's no reason to forbid you for instance from collecting a couple of pairs per year for captive breeding if they are allowing developers to completely destroy the habitat. Especially if they are as common as they would lead us to believe.
