Odd color and bumps on Burm

A friend has a poss wc burm that has a few spots on her jaw and head that are orange and one has a hard bump under it. He just got the snake yesterday, and I have no idea what it is. On top of that, it is severly dehydrated, swollen in the throat, but will hold down food if it is force fed. Any ideas about the orange?

I read yesterday that they can get skin nlisters from the cage if it is wet. Maybe the snake bathed in the water pushing it out that and when people clean the aquariums and do not dry them first before reentering thier snake are the main cause. Its hard to tell though if you just got it like that.
