Very cute.
It has the physical appearance of a female, but the hemipenal bulges and enlarged pores indicate male.
After a little research, some males develop slower than other males, you may have to wait a few more months to tell for sure.

BTW Another thing, that you can try, is sexing with a small flashlight &/or pen light.
Use a flashlight that does not give off any, or much, heat. Pen lights, and certain other small flashlights, should not give off any real heat.
If the flashlight, that you do use, gives off plenty of heat, take extreme care that you do not cause a burn.
Go into a dark room. Then, lift tail (as you have) and place the small flashlight on what would be the top of the tail (just above the vent). Simultaneously, look at the underside of the tail (&/or take pic/s).
If done right, you should be able to see the hemipenes, just inside the tail base, or the absence of them.

I've done this with very small bearded dragons and it works if the hemipenis are developed enough and you know what to look for. However, with the age of your frilled, they should be developed enough to see.

Based on your pictures, I would say it is a male ... just slower developing.

The first image is one of bearded dragons, but the anatomy is the same.

Yep. Looks like you have a boy there. You can see the hemipenes in the pics.
